The steady stream of disinformation and harmful content within the online information ecosystem is nearing a flood stage. To date, efforts to ameliorate the scourge have been, in a word, ineffective. Why is that?

One possibility is that the efforts have been misfocused. Most, if not all, of America’s policy approach has looked to online platforms (like Facebook and Twitter) and asked them to do a better job of moderating harmful content. But that approach is simply inadequate.
